Sec. 14-169. When certificate required. (a) Except as provided in section 14-166, the provisions of this chapter shall apply to all motor vehicles at the time of initial registration or when a change of registration is required under the provisions of section 14-16 by reason of a sale for consideration. (b) The commissioner shall not require an application for a certificate of title upon the renewal of the registration of a vehicle. (c) The commissioner shall note on the face of the registration of each vehicle for which a certificate of title has been issued a statement to that effect.
